Add document tags to client Uploads

Like project tags, create a tagging ability for
files
so that teams can better manage the status of files uploaded by clients (i.e. is this something that was newly added? Did we already review this? Has it been downloaded? etc.)Give a set of default tags, but also people customize their account tags. Default tags would be:
- New
- Missing Info
- Needs Review
- Duplicate
- Unreadable
- Downloaded
- Processed

Have a check box so a member of the team that has printed or worked with the document can check it off and remove it from the list so we avoid duplication of the work.
