Would like a user permission where my team can create the invoices, but not allowed to send.

Yes, we would also like to create invoices but have the option to not send them immediately. I invoice for taxes before they are processed for pickup. If they get the bill they assume they can come in and sign. The taxes may be invoiced the day before they are ready to be signed.
