It is difficult for employees to know if something is billable or non billable - we would like to ability to setup non billable projects or build them into the templates.

This is possible today with the service item selection on the project! See Lindsey's comment

If you set up a "Non-Billable" Service Item, you can edit the project or while creating the project, and click "More Options" to set each project that you'd like as non-billable.
You can do the same on the template level, too.
