It would be nice if we could set up a proposal template before having to attach a client to it.

We need a proposal template page under the Billing node so we can create and modify templates only. We also need an error message when we try to save a template name when the same name already exists.

AGREED! You also can save a new template with the same name as an existing template, which is NOT helpful at all.

Today if you need to make a change to a proposal template, you need to delete the existing template and recreate the template with the needed change.
Instead, we should consider building out a location where users can edit existing proposal templates (vs. having to recreate).
