Contacts without portal access

I like to store representative information for clients, like their specific representatives with different government agencies and their CPA so that we have quick access to contacting those people.
However, I'm wary to input them into the Contacts section because I believe this gives them access to enter the client portal. Most/all of them wouldn't even think to try, but I still feel like their must be a better option for these secondary type contacts.
I don't like to store it in the Client Vault because it gets bogged down between passwords, and the Resources section requires me to input a link, which I don't have in this case.
If we could add a section for "Representative Contacts" or add a drop-down menu to Resources so that you can select things like "Website" or "Contact", that would definitely solve my dilemma!

Another thought regarding this- if we could have a general "Phone Book" where we can put in people like the CPAs our firm is partnered with and then have a dropdown menu under the Relationships section on client pages where we could pull from those contacts, that would be PERFECT!
The phone book could even be like simplified client pages where we are able to + Create new "Partners" and it could have a dashboard like Clients do. We could add resources and use the Documents area to send information back and forth with CPAs without them being able to access client's accounts directly.
