Clients ability to create new chat topics toggle off for clients

Clients create new chats and include someone out of office or a company placeholder for email and then no one actually gets notified or can see it except one person. This is an issue it would be nice to toggle this off per client or company wide.

We are missing client chats. When a client starts a new client chat, sometimes the right person isn't included in the chat, so that communication is missed. We either need to remove the ability for a client to start a new chat, or have our entire team receive the notification when any new chat is started.
